Mercer 2010 Quality of Living Survey ranked Chicago 45 out of 221 major worldwide cities that conduct substantial government business. Vienna, Zurich and Geneva topped the list. I guess these countries and cities offer a more "cushy" environment for international politicians! Chicago is the City that Works after all.
